To promote the limit of one child per couple, the family planning policy continues in the country since the late 1970s. But in Tibet, the central government encourages the Tibetan authorities to practice the policy of increasing population and rising quality of people for the Tibetans and other ethnic minority, while for managers and employees who work han, birth control applies. It was in 1984 that the officers, employees and Tibetan urban residents were encouraged to give birth to two children with a maximum spacing. About 12% of the population practice birth control. In applying this policy, it adheres firmly to the principle of free consent, and strictly prohibits inducing an abortion using coercion in all its forms. Among farmers and herders, who account for 88% of the total Tibetan population, we advocate the scientific method of birth control and eugenics in order to ensure healthy mothers and children, and improve the quality of population. In respect of the masses who seek voluntary measures of birth control, the government health department provides a safe service.
